Mining regulation, compliance and enforcement.
Rory Cumming spent 13 years in mining regulation, compliance and enforcement with B.C.’s Ministry of Mining and Critical Minerals, working alongside other natural resource ministries. With colleagues, he helped design and build systems supporting participation by Indigenous Nations and the practical application of Section 35 within the ministry’s compliance and enforcement work. That experience informs how JurisTrace prepares supported positions and manages the work needed to act on them.
His inspection and compliance work connected regulatory requirements with conditions at mine sites, the evidence supporting compliance findings and the response that should follow. He prepared participants from Indigenous Nations for inspections and contributed to guidance and practical training in inspection planning and report writing.
His experience also includes regulatory engagement arrangements, funding proposals, contract and budget management, and leadership briefings. That combination informs the responsibility JurisTrace carries today, from assessment and recommendations through program implementation, follow-through and handover.

Your staff and advisers bring the mandate, relationships and specialist knowledge. We build on existing work, agree the responsibilities each party will carry and connect preparation, assessment and coordination to the next decision.
We explain the evidence, uncertainty and recommended course. Leadership receives choices; staff and advisers receive briefs, correspondence and assignments they can use. We help put agreed program or governance arrangements into use, assess the trial and identify what can be resolved, narrowed or handed over.
We agree the work, delivery and review points before beginning. Clients retain their decisions. Legal advice, technical certification, regulatory approval and cultural authority remain with the appropriately authorized people.
